(1) DELIBERATIVE — it discusses any question within the scope of the Charter, including matters of international peace and security, and makes recommendations to the member states or to the Security Council. Its resolutions are recommendations only and are not binding. (2) ELECTIVE — it elects the ten non-permanent members of the Security Council and the members of the Economic and Social Council; with the Security Council it elects the judges of the International Court of Justice; it appoints the Secretary-General on the recommendation of the Security Council and admits new members. (3) FINANCIAL AND SUPERVISORY — it considers and approves the budget of the United Nations and apportions the expenses among the members, and it receives and considers the annual reports of the Security Council and the other organs.

One mark per function. Grouping them by KIND — deliberative, elective, financial — guarantees three genuinely different points and shows the range of the Assembly’s work. State the limitation once: its resolutions are not binding, unlike the decisions of the Security Council. That contrast is what makes the Assembly "deliberative" and the Council "executive", and it is the point examiners reward.
