(1) It discusses any question or matter within the scope of the Charter, including questions of international peace and security, and makes recommendations to the member states or to the Security Council — which is why it is called the "World Parliament". (2) It has elective functions: it elects the ten non-permanent members of the Security Council, the members of the Economic and Social Council, and, together with the Security Council, the judges of the International Court of Justice; it appoints the Secretary-General on the recommendation of the Security Council, and admits new members. (3) It has financial and supervisory functions: it considers and approves the budget of the UN and apportions the expenses among members, and it receives and considers the annual reports of the Security Council and the other organs.
One mark per function. The question says "to analyse this statement", so open by linking each function to the word DELIBERATIVE — the Assembly debates and recommends, but cannot enforce. Cover three different KINDS of function — deliberative, elective, financial — rather than three examples of discussion. That structure is what turns a list into an analysis. The limitation worth stating in one line: its resolutions are recommendations only and are not binding, unlike the decisions of the Security Council.
