(1) DELIBERATIVE — it discusses any matter within the scope of the Charter, including questions of international peace and security, and makes recommendations to the members or to the Security Council. Its resolutions are recommendations only and are not binding. (2) ELECTIVE — it elects the ten non-permanent members of the Security Council and the members of the Economic and Social Council, elects the judges of the International Court of Justice jointly with the Security Council, appoints the Secretary-General on the Council’s recommendation, and admits new members. (3) FINANCIAL AND SUPERVISORY — it approves the budget of the UN and apportions the expenses among the members, and it receives and considers the annual reports of the Security Council and the other organs.

One mark per function. Grouping them by KIND — deliberative, elective, financial — guarantees three genuinely different points rather than three examples of discussion. State the limitation once: the Assembly can only RECOMMEND, while the Security Council can ENFORCE. That contrast is what makes the Assembly the deliberative organ and the Council the executive one, and examiners reward it.
