Explanation

At the Lahore session of December 1929, presided over by Jawaharlal Nehru, the Congress declared PURNA SWARAJ — complete independence — as its goal, and 26 January 1930 was fixed as Independence Day. Having demanded complete freedom, the Congress needed a mass programme to achieve it, and Civil Disobedience followed in 1930. Option (d) is the near miss: the actual resolution authorising the movement came later, at Sabarmati in 1930. Lahore set the GOAL; the movement was the means.
