The Veto is the power of each of the FIVE PERMANENT MEMBERS of the Security Council — the United States, Russia, Britain, France and China — to block any substantive decision of the Council by voting against it.
A substantive decision needs nine of the fifteen votes INCLUDING the concurring votes of all five permanent members, so a single negative vote by any one of them defeats the resolution, however many others are in favour.
Two marks: one for whose power it is and one for its effect. The words that earn the marks are that ONE negative vote by a permanent member DEFEATS the resolution regardless of the majority. Saying merely "the power to reject" is worth half. The arithmetic — nine of fifteen INCLUDING all five permanent members — makes the answer complete, and the veto is the most criticised feature of the UN.
