Answer briefly each of the questions (a) to (j):
State any two provisions of the Rowlatt Act passed by the government in 1919.
Topic: The Rowlatt Act
Answer
(1) The Government was empowered to ARREST AND IMPRISON any person WITHOUT A WARRANT and to detain him without trial. (2) Cases could be tried by a special court sitting IN CAMERA, without a jury and WITHOUT THE RIGHT OF APPEAL, and the court could accept evidence not admissible under the Indian Evidence Act; provincial governments could search premises without warrant and control the press.
One mark each. The two to give are arrest without warrant and trial without appeal — they are why Indians called it the BLACK ACT. Gandhiji summed up all its provisions in six words: "no appeal, no vakil, no daleel". Quoting that phrase shows you know the popular protest as well as the legal detail. The Act was passed in March 1919 and led directly to Jallianwala Bagh in April.
