(1) DELIBERATIVE — it discusses any question within the scope of the Charter, including international peace and security, and makes recommendations to the members or to the Security Council. Its resolutions are recommendations only and are not binding. (2) ELECTIVE — it elects the ten non-permanent members of the Security Council and the members of the Economic and Social Council; with the Security Council it elects the judges of the International Court of Justice; and it appoints the Secretary-General on the Council’s recommendation. (3) FINANCIAL — it considers and approves the budget of the United Nations and apportions the expenses among the member states. (4) SUPERVISORY AND CONSTITUENT — it receives and considers the annual reports of the Security Council and the other organs, admits, suspends or expels members, and may amend the Charter and create subsidiary organs.
Four marks, four functions. Grouping them by KIND — deliberative, elective, financial, supervisory — guarantees four genuinely different points and shows the range of the Assembly’s work. State the limitation once: the Assembly can only RECOMMEND, while the Security Council can ENFORCE. That contrast is why the Assembly is called the deliberative organ and the Council the executive one. It is called the "World Parliament" because every member state is represented and each has exactly one vote.
