It was on 16 October 1905 that the PARTITION OF BENGAL, announced by Lord Curzon, came into effect.

The day is important because the partition provoked a nationwide protest. It was observed as a day of mourning: people fasted, walked barefoot in procession singing Bande Mataram, and tied rakhis on one another’s wrists as a symbol of unity. It launched the SWADESHI and BOYCOTT movements and turned the Congress from a body of petitions into a mass movement.

Explanation

Two marks: one for identifying the event and one for its significance. The significance is where the second mark lies, so do not stop at "Bengal was partitioned". The rakhi and the mourning are the details that make the answer vivid, and the launching of Swadeshi is the historical consequence that matters. Note the partition was annulled in 1911.
