(1) GERMANY felt humiliated. The WAR GUILT CLAUSE held her solely responsible for the war, she lost about one-eighth of her territory and all her colonies, her army was cut to 100,000 men, and she was burdened with crushing reparations. The treaty was dictated to her, not negotiated — Germans called it the Diktat. (2) ITALY felt cheated. Though she had fought on the winning side, she was denied the territories promised to her by the secret Treaty of London of 1915, and the resentment helped bring Mussolini to power. (3) The treaty violated its own PRINCIPLES. Wilson’s Fourteen Points had promised self-determination, yet millions of Germans were placed under foreign rule in Poland and Czechoslovakia, and Germany was forbidden to unite with Austria; nor was she admitted to the League of Nations. Japan too was dissatisfied at the rejection of her racial equality clause.
