The cerebellum COORDINATES voluntary muscular movement and maintains BALANCE and posture. It does not decide to shoot the ball — that is the cerebrum — but it makes the movement smooth, accurate and balanced.
THE DISTINCTION being tested by parts (a) and (c) together: the CEREBRUM INITIATES a voluntary action, the CEREBELLUM COORDINATES it. A person with cerebellar damage still wants to pick up a cup and still tries, but the movement is jerky and misjudged.
