TELOPHASE is the last stage of KARYOKINESIS (nuclear division), and CYTOKINESIS — the division of the cytoplasm — begins during it and is completed at its end, producing two separate daughter cells.
THE ORDER, and the logic behind it: the nucleus must divide and the two sets of chromosomes reach opposite poles BEFORE the cytoplasm can be split, otherwise a daughter cell might end up with no nucleus. So karyokinesis comes first and cytokinesis completes the process.
