The structure shown is the MALPIGHIAN CAPSULE — Bowman’s capsule with the glomerulus inside it — and these lie in the CORTEX.
THE LOGIC rather than the memory: FILTRATION must happen where the blood arrives, at the OUTSIDE; CONCENTRATION happens as the filtrate travels INWARDS. So capsules in the cortex, loops of Henle dipping into the medulla.
That also explains their appearance in a section: the cortex looks DOTTED, because the rounded capsules and coiled tubules are cut across; the medulla looks STRIPED, because the straight parallel loops and collecting ducts run in one direction.
