HOW: excess amino acids cannot be stored, so their amino group is removed — DEAMINATION — producing highly toxic AMMONIA. The liver at once converts this into far less toxic UREA (by the ornithine cycle), which travels safely in the blood to the kidneys to be filtered out.
So the two organs divide the work: the LIVER makes the waste, the KIDNEY removes it. Read the verb in the question — "produces" points to the liver.
