(a) Financial Powers: (1) A Money Bill cannot be introduced in Parliament without the President’s prior recommendation. (2) He causes the Annual Financial Statement (the Union Budget) to be laid before Parliament, and he controls the Contingency Fund of India, from which he can advance money to meet unforeseen expenditure.
(b) Executive Powers: (1) All executive action of the Union Government is taken in his name, and he appoints the Prime Minister and, on the Prime Minister’s advice, the other ministers. (2) He appoints the Governors of States, the Judges of the Supreme Court and High Courts, the Attorney General, the Comptroller and Auditor General and the Chief Election Commissioner, and he administers the Union Territories.
