(1) When the Rajya Sabha passes a resolution by a two-thirds majority declaring that a State List subject has assumed national importance, Parliament may legislate on it for one year. (2) During a National Emergency, Parliament may make laws on any subject in the State List for the whole or any part of India. (3) When two or more State Legislatures request Parliament by resolution to legislate on a State subject for them (and when a law is needed to implement an international treaty or agreement, or during President's Rule in a State).
One mark per circumstance, so number them and keep them distinct. The three safest are the Rajya Sabha resolution, a National Emergency, and a request by two or more States. Note the detail that earns the mark rather than half of it: the Rajya Sabha resolution needs a TWO-THIRDS majority and lasts ONE year. Vague answers such as "in an emergency" get partial credit at best.
