The Union Parliament comprises the President and the two houses. With reference to this, answer the following question:
Mention any three powers which are common to both the houses of the Parliament.
Topic: Powers common to both Houses
Answer
(1) Legislative powers — an ordinary Bill must be passed by both Houses before it becomes law, and either House may introduce it. (2) Electoral powers — the elected members of both Houses take part in the election of the President, and all members elect the Vice-President; both also participate in the impeachment of the President and in the removal of the judges of the Supreme Court and High Courts. (3) Amending the Constitution — a Constitutional Amendment Bill must be passed by each House separately by the prescribed special majority; neither House can amend the Constitution alone.
One mark per power. Choose powers that genuinely belong to BOTH Houses — that is the whole point of the question. Avoid the traps: Money Bills (Lok Sabha only) and the creation of All India Services (Rajya Sabha only) are EXCLUSIVE powers and would earn nothing here. Legislative, electoral and amending powers are the safe three; control over the executive is a fourth if you need it.
