Four marks, four functions. The question frames the President as the NOMINAL head, so every point should show the Prime Minister as the real power behind the formal office. The first two functions come almost word for word from Article 78 of the Constitution — communicating decisions and furnishing information — and are the safest to give. The phrase worth using is that the Prime Minister is "the principal channel of communication between the President and the Council of Ministers".
