(1) The Prime Minister forms the Cabinet — he selects the ministers and recommends their names to the President for appointment, and he allocates portfolios among them. (2) He presides over the meetings of the Cabinet, guides its discussions and decides its policy; he may also reshuffle the ministry or ask a minister to resign, and his own resignation brings down the entire Cabinet.

Two marks means two DISTINCT powers, one mark each, so do not give two versions of the same point. The safest pair is formation of the Cabinet and presiding over it. The line worth remembering for any Prime Minister question is that he is "the keystone of the Cabinet arch" — the Cabinet is made by him, led by him, and falls with him.
