Exclusive powers of the LOK SABHA: (1) A Money Bill can be introduced ONLY in the Lok Sabha; the Rajya Sabha may only recommend changes, which the Lok Sabha may accept or reject, and must return the Bill within 14 days. (2) The Council of Ministers is collectively responsible to the Lok Sabha alone, and only the Lok Sabha can remove the government by passing a No Confidence Motion.
Exclusive powers of the RAJYA SABHA: (1) Under Article 249, only the Rajya Sabha can pass a resolution by a two-thirds majority enabling Parliament to legislate on a subject in the State List. (2) Under Article 312, only the Rajya Sabha can pass a resolution authorising the creation of a new All India Service.
Four marks split evenly — two powers for each House, one mark each. Keep them under separate headings so the examiner can see both halves at a glance. The word EXCLUSIVE governs everything: a power both Houses share, however important, earns nothing. That is why Money Bills and no confidence go on one side, and Articles 249 and 312 on the other. These four are the standard pairs and are worth memorising together, since one or the other is asked almost every year.
