(1) Prayers, petitions and memoranda — placing their demands before the British Government through written appeals and resolutions passed at Congress sessions, in the belief that the British sense of justice would grant them. (2) Constitutional agitation — speeches, use of the press, debates in the legislative councils, and deputations sent to England to educate British public opinion. They worked strictly within the law and regarded British rule as a boon.
