The Prime Minister is appointed by the President. By convention the President invites the leader of the majority party or coalition in the Lok Sabha, whom that party has elected as its leader.
Explanation
The mark is for "the President", but the convention is what makes the answer complete — he has no real choice when one party holds a clear majority. The exception is worth knowing, since papers ask it separately: when NO party has a majority (a hung house), the President may use his DISCRETION in deciding whom to invite.
