During the proclamation of a NATIONAL EMERGENCY, Parliament may make laws on any subject in the State List for the whole or any part of India. (Equally acceptable: when the Rajya Sabha passes a resolution by a two-thirds majority that a State subject has assumed national importance; when two or more States request Parliament to legislate for them; when a law is needed to implement an international treaty; or during President's Rule in a State.)

Explanation

Only ONE condition is asked, so give one clearly rather than listing all — a one-mark question rewards precision, not volume. The Emergency is the safest single answer. If you choose the Rajya Sabha route, give the two-thirds majority and the one-year validity, since a vague version earns half.
