Question Hour is the FIRST HOUR of every working day of a House of Parliament, during which members may ask questions of the ministers on matters of public interest. The ministers are bound to answer.
Explanation
Two elements earn the mark: that it is the FIRST hour, and that ministers are BOUND to answer. Its purpose is worth a clause: it is one of the chief instruments by which Parliament controls the executive, since it exposes lapses in administration publicly. The right to ask such questions is called INTERPELLATION.
