With reference to the President and the Vice-President of India, answer the following questions:
Explain briefly any two Legislative and any two Executive powers of the President.
Topic: Legislative and executive powers of the President
Answer
LEGISLATIVE POWERS: (1) He SUMMONS and PROROGUES the sessions of Parliament, may dissolve the Lok Sabha, and may call a joint sitting of both Houses to resolve a deadlock over an ordinary Bill. (2) No Bill can become an Act without his ASSENT, which he may give, withhold, or return once for reconsideration; and he may promulgate ORDINANCES when Parliament is not in session.
EXECUTIVE POWERS: (1) All executive action of the Union Government is taken IN HIS NAME, and he APPOINTS the Prime Minister and, on his advice, the other ministers. (2) He appoints the GOVERNORS of the States, the judges of the Supreme Court and High Courts, the Attorney General, the Comptroller and Auditor General and the Chief Election Commissioner, and he administers the Union Territories.
Four marks split evenly — two legislative and two executive, one mark each. Use separate headings so the examiner sees both halves at once. The examiners’ report for this year records that many candidates MUDDLED UP the executive and legislative powers, which is exactly what the headings prevent. The rule to hold on to: anything to do with PARLIAMENT (summoning, assent, Ordinances) is LEGISLATIVE; anything to do with APPOINTMENTS and administration is EXECUTIVE.
