A MONEY BILL cannot originate in the Rajya Sabha — it can be introduced only in the Lok Sabha, and only on the recommendation of the President.
Explanation
The Rajya Sabha may only make recommendations on a Money Bill, which the Lok Sabha is free to accept or reject, and must return it within 14 days. This is the clearest example of the Lok Sabha’s superiority, and the reason is democratic: the House directly elected by the people controls the nation’s purse.
