(1) Under ARTICLE 249, if the Rajya Sabha passes a resolution by a two-thirds majority declaring that a subject in the State List has become a matter of national importance, Parliament may legislate on it for one year. (2) Under ARTICLE 312, only the Rajya Sabha can pass a resolution authorising the creation of a new ALL INDIA SERVICE. (3) It is a PERMANENT HOUSE, never dissolved, so it gives continuity to the legislature even when the Lok Sabha stands dissolved; and a resolution for the removal of the Vice-President can be initiated only in the Rajya Sabha.
One mark per power, and the word SPECIAL governs the answer — anything the Lok Sabha shares earns nothing. Articles 249 and 312 are the two constitutional powers and should always be your first two points. Quoting the article numbers is not required but shows precision.
