A person who is not a member of either House may be appointed a minister, but he must become a MEMBER OF EITHER HOUSE WITHIN SIX MONTHS of his appointment. If he fails to do so, he ceases to be a minister.
Explanation
The figure of SIX MONTHS is the mark. A vague answer such as "he must get elected later" earns nothing. The principle behind the rule is worth a phrase: in a parliamentary system ministers must be answerable to the legislature, so no one may remain in the ministry indefinitely without a seat in it. He may enter either House — election to the Lok Sabha or the Rajya Sabha both count.
