The SPEAKER OF THE LOK SABHA presides over a joint session of the two Houses of Parliament. In his absence the Deputy Speaker presides.
Explanation
The Speaker, not the Vice-President — that is the trap. Although the Vice-President chairs the Rajya Sabha, he does NOT preside over a joint sitting. Context worth a clause: a joint session is summoned by the President to resolve a deadlock between the two Houses over an ordinary Bill. The Lok Sabha normally prevails there, since its membership is more than double that of the Rajya Sabha — which is also why its Speaker presides.
