The representatives of the States are elected INDIRECTLY by the ELECTED members of the State Legislative Assemblies, by the system of PROPORTIONAL REPRESENTATION through a SINGLE TRANSFERABLE VOTE, the voting being by secret ballot. The remaining 12 members are nominated by the President.
