Give reasons to justify why the Lok Sabha is considered to be more powerful than the Rajya Sabha.

(1) FINANCIAL POWER — a Money Bill can be introduced only in the Lok Sabha. The Rajya Sabha may merely recommend changes, which the Lok Sabha is free to reject, and must return the Bill within fourteen days, after which it is deemed passed. (2) CONTROL OVER THE EXECUTIVE — the Council of Ministers is collectively responsible to the Lok Sabha alone, and only the Lok Sabha can bring down a government by passing a No Confidence Motion. (3) STRENGTH OF NUMBERS — with a maximum of 550 members against the Rajya Sabha’s 250, the Lok Sabha normally prevails in a joint sitting, and its Speaker presides over such a sitting. (4) DEMOCRATIC MANDATE — its members are elected DIRECTLY by the people through universal adult franchise, so it speaks with the authority of the whole electorate, while the Rajya Sabha is indirectly elected.

Four marks, so give four distinct reasons, one mark each. The two essential ones are the Money Bill power and collective responsibility. The joint-sitting argument works because of the numbers, so state them (550 against 250). The democratic mandate is the underlying reason for all the others and makes a strong closing point: the House chosen directly by the people is given the final word.
