The Council of Ministers is appointed BY THE PRESIDENT, ON THE ADVICE OF THE PRIME MINISTER.
Explanation
Both halves are needed, and in the right order. The examiners’ report notes that a few candidates wrote it the wrong way round — the Prime Minister on the advice of the President — which reverses the whole constitutional relationship. The logic: the President appoints the PRIME MINISTER first (by convention the leader of the majority party), and then appoints every other minister on HIS advice. That is why the Prime Minister is said to make the Cabinet.
