ORDINARY BILLS — a non-Money Bill may be introduced in either House and must be passed by both before it becomes law, so the two Houses have equal powers over it. (Equally acceptable: Constitutional Amendment Bills, which must be passed by each House separately by the prescribed special majority.)
The examiners’ report warns that most candidates OVERLOOKED the words "legislation of laws" and answered with general co-equal powers instead. Read the restriction. The two Houses are equal on most legislative matters; the EXCEPTIONS are what you must avoid offering here — Money Bills, which cannot be introduced in the Rajya Sabha, and the vote of no confidence, which only the Lok Sabha can pass.
