The transformation from "too... to" into "so... that" is a fixed pattern and is examined almost every year: too + adjective + to + verb so + adjective + THAT + subject + CANNOT + verb So "too heavy for students to carry" becomes "so heavy THAT students CANNOT carry them".
Three things must all appear, and each wrong option drops one: (a) omits "that" and the word "often" from the original. (c) keeps "for students to carry" instead of making a full clause — it uses "so" but not the "so... that" construction. (d) drops "often" and misuses "so" as a conjunction of result rather than degree.
Note also that the original word "often" must be retained: a transformation changes the STRUCTURE, never the meaning.
