Two points must both be right here.
FIRST, the pairing of conjunctions: no sooner... THAN as soon as... (no partner word at all) So option (a), which adds "then", is wrong — "as soon as" needs nothing after it.
SECOND, the verb form. "No sooner DID the film star ARRIVE" uses the inverted structure with the auxiliary "did", so the main verb appears in its bare form. When you remove the inversion, the verb must return to the simple past: "the film star ARRIVED". Writing "arrive" is the commonest slip.
Options (b) and (c) shift into the present tense, and (c) reverses the order of events so that the cheering causes the arrival.
