The original is ACTIVE and in the simple past, and it has TWO objects — "the children" and "the rules of the game". The instruction "Begin: The rules" tells you which object becomes the subject of the passive.
The conversion: subject and object swap, the verb becomes "was/were + past participle", and the original subject follows "by". Active: The coach taught the children the rules of the game. Passive: The rules of the game WERE TAUGHT by the coach to the children. Note "were", because "rules" is plural.
Why the others fail: (a) "have being taught" is not a form that exists — it should be "have been". (b) reverses agent and recipient: the children did not teach the coach. (c) uses "is" with a plural subject and shifts the tense to the present.
