Two rules operate together here.
FIRST, INVERSION. A sentence beginning with the negative adverb NEVER inverts the subject and the auxiliary: "Never HAVE I seen...". Option (b) writes "Never I have", keeping normal order, and is wrong for that reason alone.
SECOND, the DEGREE. Converting a superlative ("the best") into this form requires the COMPARATIVE ("a BETTER movie than"), not the positive ("a good movie"). Options (a) and (d) keep "good", which does not work with "than".
Option (a) also shifts the tense to the past perfect ("had I seen") when the original is present perfect.
