This is the REVERSE of the usual transformation — from "so... that... cannot" back into "too... to": so + adjective + that + subject + CANNOT + verb too + adjective + TO + verb So "so cheap that they cannot be good" becomes "too cheap TO be good".
Option (c) is the trap and it is the one most candidates choose, because it sounds like a familiar saying. But it REVERSES the adjectives — "too good to be cheap" says something quite different from "too cheap to be good". Keep the adjective that was after "so" in the same place.
Options (a) and (b) abandon the construction altogether; "too" cannot simply join two adjectives.
Note also that the negative DISAPPEARS in the "too... to" form. The idea of impossibility is carried by "too" itself, so writing "too cheap not to be good" would be wrong.
