The rule that decides the answer: KEEP THE TENSE. The original is PRESENT PERFECT ("have broken"), so the passive must be present perfect too — "HAS been broken". Note "has", not "have", because the new subject "the window pane" is singular.
Active: The children HAVE BROKEN the window pane. Passive: The window pane HAS BEEN BROKEN by the children.
Options (a) and (d) shift to the PAST perfect ("had"), changing the tense. Options (c) and (d) insert a NEGATIVE that was never in the original. A transformation changes the structure only — never the tense, never the meaning.
