Two things must both be right.
FIRST, INVERSION. Beginning with the negative adverb NEVER forces the subject and auxiliary to change places: "Never WILL WE forget". Ordinary order ("Never we will forget") would be wrong.
SECOND, THE TENSES MUST NOT CHANGE. The original has a future main clause ("will never forget") and a simple past subordinate clause ("what we saw"). Option (d) keeps both exactly.
Option (b) alters the subordinate clause to the past perfect ("had seen"), which the instruction forbids — "do not change the meaning". Option (a) turns the sentence into a command. Option (c) swaps "forget" and "see", reversing the sense entirely.
THE HABIT: after getting the inversion right, check every verb in the sentence against the original before choosing.
