The difficulty peculiar to this sentence is the SUBJECT CHANGE. The raining was done by "it", but the not-going was done by "they". Since the two subjects differ, the "too... to" form needs the phrase FOR THEM to show who could not go: "It rained too heavily FOR THEM to go for the picnic." Leaving it out — "It rained too heavily to go" — loses the people entirely.
Compare this with the 2020 paper, where one subject did both things and no "for" phrase was needed. Check the subjects every time.
