The conversion from "so... that" into "too... to" follows a fixed pattern: so + adjective + that + subject + COULD NOT + verb too + adjective + TO + verb
THE NEGATIVE DISAPPEARS. "So tired THAT HE COULD NOT stand" becomes "too tired TO stand". The impossibility is carried by the word "too" itself, so writing "too tired not to stand" would reverse the meaning — and that is exactly the trap the 2018 paper sets in the opposite direction.
Note also that the SUBJECT IS NOT REPEATED. "Too tired to stand" needs no second "he", because the infinitive already refers back to the subject of the sentence. A "for him" phrase is needed only when the two subjects differ, as in the 2019 paper.
This construction appears in almost every one of these papers. Learn it in both directions.
