THE UNDERLYING POINT of this chapter: population explosion is caused not by a rising birth rate but by a FALLING DEATH RATE. Births stayed high while deaths dropped sharply, and the gap between them is the growth. Smallpox has been eradicated altogether, and diseases that once killed millions are now preventable by vaccination.
That is why population control programmes concentrate on lowering the BIRTH rate — nobody wishes to raise the death rate.
