IN FRONT OF THE RETINA.
Because the eyeball is too long, or the lens too strongly converging, the rays from a distant object meet at a focus BEFORE they reach the retina. By the time they arrive at the retina they have crossed and begun to spread again, so a blurred circle falls on it instead of a sharp point.
THE LOGIC that saves memorising: too MUCH bending means the focus is too EARLY — in front of the retina. Too LITTLE bending means the focus is too LATE — behind it, which is hypermetropia.
Once you know where the image falls, the correcting lens follows automatically.
