FLOWERS are plant material — organic matter that bacteria and fungi can break down into simple substances returned to the soil.
Metal cans, e-waste and plastic are all NON-biodegradable: no organism has enzymes capable of digesting them, so they persist in the environment for decades or centuries.
THE TEST that sorts almost any such list: ask whether the substance was ever ALIVE, or came from something alive. Flowers did; the other three did not.
Note that metal corrodes and plastic breaks into smaller fragments, but neither process is DECOMPOSITION — the material is not returned to the nutrient cycle.
