At the OPENING OF THE RIGHT VENTRICLE INTO THE PULMONARY ARTERY — at the base of that artery.

Explanation

The valve prevents blood flowing BACK from the pulmonary artery into the right ventricle when the ventricle relaxes.

THE RULE governing every valve in the heart: blood moves from high pressure to low, and a valve opens in the direction of flow and closes against it. During systole the ventricle pressure exceeds that in the artery, so the valve opens; the instant the ventricle relaxes, the pressure falls below that in the artery and the valve snaps shut.

The closure of BOTH semilunar valves produces the second heart sound, "DUP", marking the start of diastole.

Its partner is the AORTIC semilunar valve, at the opening of the left ventricle into the aorta.
