STATIC balance is the balance of the body AT REST — knowing the position of the head with respect to gravity, and which way is up.
HOW THEY WORK: they contain sensory hair cells embedded in a jelly holding tiny granules of calcium carbonate called OTOLITHS. When the head tilts, gravity pulls the granules, they bend the hairs, and the new position is signalled to the brain.
The words carry the distinction: STATIC means still, DYNAMIC means moving.
