Dadabhai Naoroji presided over the SECOND session, held at Calcutta in 1886; W.C. Bonnerjee had presided over the first, at Bombay in 1885. The word "second" is the whole question. Naoroji is also remembered as the "Grand Old Man of India" and for his Drain Theory.
