(1) BAL GANGADHAR TILAK, who founded his Home Rule League at Poona in April 1916, working mainly in Maharashtra, Karnataka, the Central Provinces and Berar. (2) ANNIE BESANT, who founded her Home Rule League at Madras in September 1916, working in the rest of India.

One mark each. Adding the place and year of each League shows precise knowledge and distinguishes the two. The demand was for SELF-GOVERNMENT within the British Empire, on the model of the Irish Home Rule movement, and the two Leagues agreed to work in separate regions so as not to compete.
