Justice is SPEEDY AND INEXPENSIVE — there is no court fee, and disputes that would take years in a regular court are settled in a single sitting. (Equally acceptable: it settles disputes by compromise so that neither party feels defeated; it serves the weaker sections who cannot afford litigation; its award is final and binding; or it reduces the workload of the regular courts.)

One reason only, so give one well rather than listing several. Speed and cost is the safest single answer. The name itself, "People’s Court", is worth a phrase, since it captures the informal and conciliatory character of the institution: the parties reach a settlement themselves rather than having a verdict imposed on them.
