Direct combination means the two elements themselves join with nothing else present. Iron burnt in dry chlorine gas gives the higher chloride: 2Fe + 3Cl2 -> 2FeCl3, because chlorine is a strong enough oxidising agent to take iron all the way to the ferric (+3) state. FeCl2 cannot be made this way — it is prepared instead by displacement, iron with dilute hydrochloric acid, where the hydrogen released keeps the iron in the ferrous (+2) state.
